A strong system of care gives children and families the right support at the right time. That means strengthening families whenever possible, providing family-based care when children cannot safely remain at home, and ensuring quality residential care is available when it is truly needed.
Finding a Better Balance
Indonesia already has many people and organizations working to care for children. The opportunity is to build a system where different forms of care are better equipped to serve the situations they are best suited for.
Working as One System
A balanced system is more than having different care options available. Those options need to work together.
As the circumstances of children and families change, the support available to them should be able to change as well—working toward safe, stable, and lasting outcomes.
Support Doesn't End at Separation
When a child needs to leave home, the work of strengthening their family does not necessarily stop.
While a child receives safe care, support can continue with their family to address the circumstances that led to separation. Whenever it is safe and possible, this creates a path toward reunification rather than allowing temporary separation to become permanent simply because no path home was developed.
Building a stronger system does not mean asking every organization to provide every kind of care.
It means helping organizations, communities, caregivers, government, and others identify where their strengths and experience can contribute most effectively—and connecting those efforts so they work together.
